I have water therapy instead of swimming there are a number of exercise s using a noodle or foam bar bells that strength the arms, legs and stomach muscles. You have a hold your body as vertical as possible using the devices for balance. Perhaps that is a possibility for you.

Did water exercises for years, but my balance is not too good and the gym is afraid I’ll slip on the deck or in the locker room. Exercisesdid Help for the years.
